In 2022, there were 48,596 ER visits for dog bites in California, or 125 visits per 100,000 residents, a 70% increase in the rate of visits from 2005, according to the state\u00a0<a href=\"https:\/\/data.chhs.ca.gov\/dataset\/hospital-emergency-department-diagnosis-procedure-and-external-cause-codes\" target=\"_self\" rel=\"noopener\" class=\"sc-bd4ab706-0 dXixpY styledLinkColor \">Department of Health Care Access and Information<\/a>.<\/p>\n<div class=\"wp-block-image\" style=\"margin:auto;max-width:1024px\"><span style=\"box-sizing:border-box;display:block;overflow:hidden;width:initial;height:initial;background:none;opacity:1;border:0;margin:0;padding:0;position:relative\"><span style=\"box-sizing:border-box;display:block;width:initial;height:initial;background:none;opacity:1;border:0;margin:0;padding:0;padding-top:83.59375%\"\/><noscript><\/noscript><\/span><\/div>\n<p>The rate of hospitalizations roughly doubled from 2006 through 2022. And although deaths from dog bites are extremely rare, the death rate in California rose about 70% during roughly the same period, with 28 deaths in the state from 2018 through 2022. Nationally, dog bites were the underlying cause of\u00a0<a href=\"https:\/\/wonder.cdc.gov\/controller\/saved\/D176\/D371F926\" target=\"_self\" rel=\"noopener\" class=\"sc-bd4ab706-0 dXixpY styledLinkColor \">96 deaths<\/a>\u00a0in 2022, while the death rate more than doubled from 2005 to 2022, according to data from the U.S. Centers for Disease Control and Prevention.<\/p>\n<p>Even before the pandemic, more Americans were welcoming dogs into their homes. The American Veterinary Medical Association estimates that households nationwide\u00a0<a href=\"https:\/\/ebusiness.avma.org\/files\/ProductDownloads\/eco-pet-demographic-report-22-toc-introduction.pdf\" target=\"_self\" rel=\"noopener\" class=\"sc-bd4ab706-0 dXixpY styledLinkColor \">owned about 86 million dogs<\/a>\u00a0in 2020, up from about\u00a0<a href=\"https:\/\/web.archive.org\/web\/20071008184418\/http:\/www.avma.org\/reference\/marketstats\/sourcebook.asp\" target=\"_self\" rel=\"noopener\" class=\"sc-bd4ab706-0 dXixpY styledLinkColor \">62 million<\/a>\u00a0<a href=\"https:\/\/www.wellbeingintlstudiesrepository.org\/cgi\/viewcontent.cgi?article=1001&amp;context=sota_2003\" target=\"_self\" rel=\"noopener\" class=\"sc-bd4ab706-0 dXixpY styledLinkColor \">in 2001<\/a>. The pandemic accelerated that trend as\u00a0<a href=\"https:\/\/www.washingtonpost.com\/business\/2022\/01\/07\/covid-dogs-return-to-work\/\" target=\"_self\" rel=\"noopener\" class=\"sc-bd4ab706-0 dXixpY styledLinkColor \">millions more people adopted puppies<\/a>\u00a0to provide companionship during a period of isolation.<\/p>\n<p>But lockdowns kept puppies from being socialized, said\u00a0<a href=\"https:\/\/twitter.com\/PetDoctorMom\" target=\"_self\" rel=\"noopener\" class=\"sc-bd4ab706-0 dXixpY styledLinkColor \">Elizabeth Stelow<\/a>, chief of the\u00a0<a href=\"https:\/\/www.vetmed.ucdavis.edu\/hospital\/small-animal\/behavior-service\" target=\"_self\" rel=\"noopener\" class=\"sc-bd4ab706-0 dXixpY styledLinkColor \">Behavior Service<\/a>\u00a0at the\u00a0<a href=\"https:\/\/www.vetmed.ucdavis.edu\/hospital\" target=\"_self\" rel=\"noopener\" class=\"sc-bd4ab706-0 dXixpY styledLinkColor \">UC Davis Veterinary Medical Teaching Hospital<\/a>. For healthy development, she said, puppies need to learn acceptable behavior between their first three weeks and 16 weeks of life.<\/p>\n<p>\u201cYou\u2019re supposed to socialize that puppy to new kinds of people, new kinds of animals, new kinds of places, new kinds of everything,\u201d Stelow said. \u201cNobody was able to do that. So we\u2019re seeing the effects of that all the time right now.\u201d<\/p>\n<p>As poorly socialized puppies turn into adults, their bites can do more harm. From 2021 to 2022, the number of ER visits in California for dog bites grew 12%, marking the highest yearly total to date. Though\u00a0<a href=\"https:\/\/injepijournal.biomedcentral.com\/articles\/10.1186\/s40621-020-00281-y\" target=\"_self\" rel=\"noopener\" class=\"sc-bd4ab706-0 dXixpY styledLinkColor \">a recent study<\/a>\u00a0did not show a nationwide increase in the rate of ER visits for dog bites from 2005 through 2018,\u00a0<a href=\"https:\/\/www.ncbi.nlm.nih.gov\/pmc\/articles\/PMC9556023\/\" target=\"_self\" rel=\"noopener\" class=\"sc-bd4ab706-0 dXixpY styledLinkColor \">several<\/a>\u00a0<a href=\"https:\/\/www.ncbi.nlm.nih.gov\/pmc\/articles\/PMC7316443\/\" target=\"_self\" rel=\"noopener\" class=\"sc-bd4ab706-0 dXixpY styledLinkColor \">national<\/a>\u00a0<a href=\"https:\/\/www.sciencedirect.com\/science\/article\/pii\/S002248042200110X?casa_token=Ev8fRI0lYwcAAAAA:4EXCFo7fL5-OtqvtigqCHwz-1R5SAwl9cRANZzR0T4J5eP6NcGVK7SjVBT6j5vY9Wfs_pmoY\" target=\"_self\" rel=\"noopener\" class=\"sc-bd4ab706-0 dXixpY styledLinkColor \">studies<\/a>\u00a0did show a rise in the proportion of ER visits due to dog bites during the pandemic.<\/p>\n<p>Another potential explanation is the popularity of breeds some people say are aggressive.\u00a0<a href=\"https:\/\/www.dogbitelaw.com\/meet-kenneth-phillips\/\" target=\"_self\" rel=\"noopener\" class=\"sc-bd4ab706-0 dXixpY styledLinkColor \">Kenneth Phillips<\/a>, one of the nation\u2019s most prominent lawyers specializing in dog bite litigation, pinned much of the blame on pit bulls, which have become\u00a0<a href=\"https:\/\/www.prnewswire.com\/news-releases\/bella-is-americas-most-popular-dog-name-and-pitbulls-are-most-common-dog-breed-according-to-analysis-of-pet-questions-on-expert-platform-justanswer-301892370.html\" target=\"_self\" rel=\"noopener\" class=\"sc-bd4ab706-0 dXixpY styledLinkColor \">one of the most popular<\/a>\u00a0breeds in America. \u201cEvery study always comes up with the same conclusions, which is that this is the dog that does the most damage,\u201d he said.<\/p>\n<p>Some studies show pit bull bites are\u00a0<a href=\"https:\/\/www.sciencedirect.com\/science\/article\/pii\/S0165587618305950?casa_token=DIT1m4f-DmIAAAAA:-eWZ2vd5aaosmtBIBCK77Sct15BbHJeIvkPZ7u6v3mOW02DllSacylJmDC4trec2wDY3R5Wy\" target=\"_self\" rel=\"noopener\" class=\"sc-bd4ab706-0 dXixpY styledLinkColor \">often associated<\/a>\u00a0<a href=\"https:\/\/www.cambridge.org\/core\/journals\/canadian-journal-of-emergency-medicine\/article\/dog-bites-in-the-emergency-department-a-descriptive-analysis\/76FA6764FB6ABFC69D0FF571ECC7B55B\" target=\"_self\" rel=\"noopener\" class=\"sc-bd4ab706-0 dXixpY styledLinkColor \">with serious injury<\/a>, while\u00a0<a href=\"https:\/\/psycnet.apa.org\/record\/2021-78179-001\" target=\"_self\" rel=\"noopener\" class=\"sc-bd4ab706-0 dXixpY styledLinkColor \">other studies<\/a>\u00a0assert that they are\u00a0<a href=\"https:\/\/www.avma.org\/sites\/default\/files\/resources\/Welfare-Implications-of-the-role-of-breed.pdf\" target=\"_self\" rel=\"noopener\" class=\"sc-bd4ab706-0 dXixpY styledLinkColor \">not a disproportionate threat<\/a>. Stelow said a socialized and trained pit bull is not more dangerous than dogs of other breeds. \u201cWhy is the No. 1 dog demographic for dog bites pit bulls? Because they\u2019re a\u00a0<a href=\"https:\/\/www.sacbee.com\/news\/databases\/article171900877.html\" target=\"_self\" rel=\"noopener\" class=\"sc-bd4ab706-0 dXixpY styledLinkColor \">huge<\/a>\u00a0<a href=\"https:\/\/www.latimes.com\/projects\/la-me-most-popular-dog-breeds-los-angeles\/\" target=\"_self\" rel=\"noopener\" class=\"sc-bd4ab706-0 dXixpY styledLinkColor \">percentage<\/a>\u00a0of the canine population in California,\u201d she said.<\/p>\n<p>Phillips said animal shelters are increasingly under pressure to euthanize fewer dogs, meaning people wind up adopting more aggressive dogs without knowing it. The number of \u201cno-kill\u201d animal shelters\u00a0<a href=\"https:\/\/bestfriends.org\/no-kill-2025\/animal-welfare-statistics\" target=\"_self\" rel=\"noopener\" class=\"sc-bd4ab706-0 dXixpY styledLinkColor \">has increased sharply<\/a>\u00a0in the last several years, according to Best Friends Animal Society. However, even no-kill shelters\u00a0<a href=\"https:\/\/bestfriends.org\/no-kill-2025\/what-does-no-kill-mean\" target=\"_self\" rel=\"noopener\" class=\"sc-bd4ab706-0 dXixpY styledLinkColor \">may euthanize<\/a>\u00a0aggressive dogs that cannot safely be adopted. A<a href=\"https:\/\/legiscan.com\/CA\/text\/AB588\/id\/2055649\" target=\"_self\" rel=\"noopener\" class=\"sc-bd4ab706-0 dXixpY styledLinkColor \">\u00a02019 California law<\/a>\u00a0requires animal shelters and rescue groups to disclose a dog\u2019s bite history to anyone adopting it.<\/p>\n<p>A few years ago, a German shepherd was sitting next to a garage as Sacramento, California, postal worker Jacob Studer approached the driveway to make a delivery. The dog crept toward Studer as its owner called the dog. Studer said the dog attacked when he began to pull up his mail bag.<\/p>\n<p>\u201cThe dog jumped up, grabbed my arm, bit my arm, and then pretty much ripped my sleeve up and knocked me to the ground,\u201d he said. \u201cI fell backwards and did almost like a little somersault.\u201d<\/p>\n<p>Studer was not seriously injured and didn\u2019t go to the hospital. However, he said the dog\u2019s owner decided not to keep it.<\/p>\n<p>State figures and a\u00a0<a href=\"https:\/\/avmajournals.avma.org\/view\/journals\/javma\/261\/5\/javma.22.11.0494.xml\" target=\"_self\" rel=\"noopener\" class=\"sc-bd4ab706-0 dXixpY styledLinkColor \">recent study<\/a>\u00a0by public health researchers show that, in California, children and young adults are the age groups most likely to make ER visits for dog bites. Nationwide, children under 5 were more than twice as likely to die from dog bites as members of other age groups, according to\u00a0<a href=\"https:\/\/wonder.cdc.gov\/controller\/saved\/D176\/D371F819\" target=\"_self\" rel=\"noopener\" class=\"sc-bd4ab706-0 dXixpY styledLinkColor \">CDC data<\/a>\u00a0from 2018 to 2022.<\/p>\n<div class=\"wp-block-image\" style=\"margin:auto;max-width:1024px\"><span style=\"box-sizing:border-box;display:block;overflow:hidden;width:initial;height:initial;background:none;opacity:1;border:0;margin:0;padding:0;position:relative\"><span style=\"box-sizing:border-box;display:block;width:initial;height:initial;background:none;opacity:1;border:0;margin:0;padding:0;padding-top:84.47265625%\"\/><noscript><\/noscript><\/span><\/div>\n<p><a href=\"https:\/\/medicine.iu.edu\/faculty\/15360\/loder-randall\" target=\"_self\" rel=\"noopener\" class=\"sc-bd4ab706-0 dXixpY styledLinkColor \">Randall T. Loder<\/a>, professor emeritus of orthopedic surgery at Indiana University School of Medicine, said the most serious injuries from dog bites often involve the head and neck, making little children especially vulnerable.<\/p>\n<p>\u201cYounger people, they don\u2019t understand the risks of a dog,\u201d said Loder, who authored a\u00a0<a href=\"https:\/\/www.cell.com\/heliyon\/pdf\/S2405-8440(18)38527-X.pdf\" target=\"_self\" rel=\"noopener\" class=\"sc-bd4ab706-0 dXixpY styledLinkColor \">recent study<\/a>\u00a0of tens of thousands of dog bite injuries. \u201cThey\u2019re vulnerable.\u201d<\/p>\n<p>His study estimated the annual health care cost of treating dog bites is at least $400 million nationwide. Dog bites can lead to infections or transmit serious diseases like rabies.<\/p>\n<p>In California, serious dog bite injuries are more common in rural areas. The rate of ER encounters for dog bites in 2022 was almost 50% higher in counties with fewer than 200,000 people. Modoc, Inyo, Lake, and Siskiyou counties had the highest rates of ER encounters.<\/p>\n<p>Stelow said dogs in rural areas are often not as socialized as their urban cousins. Rural residents also\u00a0<a href=\"https:\/\/pubmed.ncbi.nlm.nih.gov\/34210225\/\" target=\"_self\" rel=\"noopener\" class=\"sc-bd4ab706-0 dXixpY styledLinkColor \">tend to have more dogs<\/a>.<\/p>\n<p>Stelow said owners of aggressive dogs should reach out early to a veterinarian, particularly one specializing in animal behavior. She said owners should learn to recognize\u00a0<a href=\"https:\/\/indoorpet.osu.edu\/dogs\/problem_behaviors_dogs\" target=\"_self\" rel=\"noopener\" class=\"sc-bd4ab706-0 dXixpY styledLinkColor \">anxiety in dogs<\/a>\u00a0and understand their body language.
