That\u2019s a new peak and 1.4% higher than the\u00a0level in 2019, prior to the Covid-19 pandemic.\u00a0<\/p>\n<div>\n<p>The planet\u00a0is on track to exceed its carbon budget for\u00a0<a href=\"https:\/\/www.bloomberg.com\/news\/features\/2023-12-01\/1-5c-is-the-most-misunderstood-number-in-the-climate-fight?sref=XCtcbqbo\" target=\"_blank\" rel=\"noreferrer noopener\" class=\"sc-1a1a52d0-0 iWRdns styledLinkColor \">1.5C\u00a0of warming<\/a>\u00a0around\u00a02030, and the budget for 1.7C in 15 years, according to the group\u2019s Global Carbon Budget annual report, released as\u00a0talks continue at\u00a0<a href=\"https:\/\/www.bloomberg.com\/green-united-nations-climate-summit?sref=XCtcbqbo\" target=\"_blank\" rel=\"noreferrer noopener\" class=\"sc-1a1a52d0-0 iWRdns styledLinkColor \">the COP28 climate conference\u00a0in Dubai<\/a>.\u00a0<\/p>\n<p>The 2023 estimate marks a slowdown in emissions\u2019 upward trend, but what\u2019s needed is a consistent drop \u2014\u00a0of roughly 9% a year,\u00a0<a href=\"https:\/\/www.unep.org\/resources\/emissions-gap-report-2023\" target=\"_blank\" rel=\"noreferrer noopener\" class=\"sc-1a1a52d0-0 iWRdns styledLinkColor \">says\u00a0<\/a>the United Nations Environment Program\u00a0\u2014 for the world to have\u00a0a shot at keeping global heating below the 1.5C target in the Paris Agreement. (Emissions fell\u00a05.4% during the pandemic in 2020 before starting to rise again. )<\/p>\n<p>Fossil-fuel emissions have\u00a0declined\u00a0in more than two dozen countries, which\u00a0are collectively\u00a0responsible for more than a quarter of the world\u2019s total.\u00a0But their\u00a0progress wasn\u2019t enough to contain an overall climb in 2023.\u00a0<\/p>\n<p>The European Union\u2019s\u00a0emissions dropped 7.4% this year on declining fossil-fuel use. But India surpassed the EU as the world\u2019s third-biggest emitter, driven by a 9.5% increase in coal, 5.6% jump in oil and 8.8% rise in cement CO2.\u00a0<\/p>\n<p>China remains the world\u2019s\u00a0emissions juggernaut, responsible for 31% of carbon\u00a0emissions.\u00a0The US, the largest emitter historically,\u00a0trails China at 14%.<\/p>\n<p>The increased fossil-fuel use comes even as renewable energy has become a mature industry.\u00a0\u201cEven that rapid growth in renewables has not been sufficient by itself to push out the fossil fuels,\u201d said Glen Peters, senior researcher at the CICERO Centre\u00a0for International Climate Research\u00a0in Norway\u00a0and a report author. \u201cIn my mind, that just really clarifies that if you want to get the fossil fuels out, you have to have policies which get the fossil fuels out.\u201d\u00a0<\/p>\n<p>Coal plant closures, fuel-switching and renewables in the US led to an 18.3% decline in coal use, bringing it down to its 1903 level. The EU saw a drop of similar magnitude.<\/p>\n<p>When changes to land use are included, the estimated 2023 emissions total rises to 40.9 billion tons. Deforestation is responsible for 4.2 billion tons of carbon a year for the last decade. That\u2019s 2.2 times the amount of CO2\u00a0absorbed by new or healthier forests.<\/p>\n<p>For the first time in this year\u2019s report, the Global Carbon Project breaks out emissions related to aviation and shipping, which are up 28% and 1% year on year,\u00a0as air transport\u00a0 in particular recovers from the pandemic.\u00a0<\/p>\n<p>After an\u00a0<a href=\"https:\/\/www.bloomberg.com\/news\/features\/2023-07-26\/massive-carbon-emissions-of-canada-wildfires-are-off-the-scale?sref=XCtcbqbo\" target=\"_blank\" rel=\"noreferrer noopener\" class=\"sc-1a1a52d0-0 iWRdns styledLinkColor \">unprecedented fire season in Canada<\/a>, the scientists\u00a0also offer an analysis of global wildfire emissions, which reached as high as 8 gigatons, or a third higher than the 2013-2022 average for the first 10 months of the year. That\u2019s equivalent to about 70% of China\u2019s emissions from burning fossil fuels.\u00a0<\/p>\n<p>Four of the report\u2019s authors collaborated with other researchers on\u00a0<a href=\"https:\/\/www.nature.com\/articles\/s41558-023-01862-7\" target=\"_blank\" rel=\"noreferrer noopener\" class=\"sc-1a1a52d0-0 iWRdns styledLinkColor \">a separate study<\/a>, published Monday in the journal\u00a0<em>Nature Climate Chang<\/em>e. It challenges a critical assumption in debates over the potential role of technologies that remove some CO2\u00a0from the atmosphere.\u00a0<\/p>\n<p>Carbon removal has been a major subject of discussion at COP28, with some scientists saying\u00a0<a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2023-12-03\/cop28-climate-scientists-warn-world-nears-1-5c-threshold-absent-radical-change?sref=XCtcbqbo\" target=\"_blank\" rel=\"noreferrer noopener\" class=\"sc-1a1a52d0-0 iWRdns styledLinkColor \">it will be necessary\u00a0<\/a>to limit global heating, if not a substitute for curbing greenhouse gas emissions.\u00a0<\/p>\n<p>There\u2019s not necessarily a one-to-one relationship between emitting and absorbing carbon, for four reasons,<strong>\u00a0<\/strong>the study says.<\/p>\n<p>First, there\u2019s the problem of \u201cpermanence,\u201d or the concern that carbon removed by plants or oceans may return to the atmosphere. Second, reforestation \u2014 while a major goal of many countries and advocates\u00a0\u2014 can darken the color of land, thereby attracting more light and heat to the ground. Third, a drawdown of CO2\u00a0could have the perverse effect of increasing emissions of nitrous oxide and\u00a0<a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2023-12-02\/biden-delivers-cop28-crackdown-on-methane-leaks-from-oil-wells?sref=XCtcbqbo\" target=\"_blank\" rel=\"noreferrer noopener\" class=\"sc-1a1a52d0-0 iWRdns styledLinkColor \">methane<\/a>, two powerful greenhouse gases.<\/p>\n<p>Finally, there\u2019s an \u201casymmetry\u201d between the carbon flow and the temperature\u2019s response. In other words, the temperature reduction from removing carbon may be\u00a0less than the heat retained when it was in the atmosphere.\u00a0<\/p>\n<p>The authors are right to point out the differences between removing CO2 and not emitting it to begin with, said Kate Marvel, senior climate scientist at Project Drawdown, who was not involved in the research. \u201cIf we plant a bunch of trees, or hack the ocean, to take up more carbon, we have to worry about when that carbon will be released back into the atmosphere,\u201d she said. That\u2019s \u201csomething we don\u2019t have to think about if we never emit that carbon at all.\u201d\u00a0<\/p>\n<p>\u201cWhat goes up and what goes down are not necessarily equal,\u201d said Peters, who is also a co-author of the\u00a0<em>Nature Climate Change<\/em>\u00a0paper. \u201cNet zero is tougher than what you may think.
