Senators headed for the exits in the predawn hours Saturday, ending for now a crushing standoff over\u00a0President Donald Trump\u2019s<\/a>\u00a0demands that they stay in session to pass a strict\u00a0proof-of-citizenship voting bill<\/a>\u00a0before the summer recess.<\/p>\n

\n

While they wrapped up many key priorities in the overnight votes, advancing Trump\u2019s\u00a0SAVE America Act<\/a>\u00a0was not among them.<\/p>\n

Instead, Republican senators who had brought the chamber to a standstill spoke to Trump late in the evening about an alternative plan: They would try again to approve elements of the voting bill as part of a broader\u00a0GOP budget package to fund the Iran war<\/a>\u00a0and replenish the Pentagon when they return to work in September.<\/p>\n

\u201cObviously, with the president at his direction, this is what he wants to do,\u201d said Sen. Ron Johnson of Wisconsin, the GOP budget committee chairman, flanked by Sens. Mike Lee, R-Utah, and Rick Scott, R-Fla., after their phone call with the president.<\/p>\n

The sudden wind-down after weeks of Trump ramping up his demands shows just how deeply the president is able to\u00a0reach into the halls of Congress<\/a>\u00a0to set the agenda or disrupt it, the executive directing the affairs of the legislative branch. While Trump is often seen as a\u00a0de facto speaker of the House<\/a>, he is invariably trying his hand at\u00a0mastering the Senate<\/a>.<\/p>\n

Trump had poked and prodded\u00a0Senate Majority Leader John Thune<\/a>\u00a0for weeks to pass the SAVE America Act, a bill that does not have enough support from the Republicans who hold majority power, let alone the Democrats whose votes would be needed to advance it in the Senate.<\/p>\n

The president has gone so far as to insist the Senate\u00a0abandon its filibuster rules<\/a>\u00a0to jam the SAVE America Act past the 60-vote threshold that is typically needed to advance legislation in the chamber \u2014 something Thune and most senators have no interest in doing.<\/p>\n

\u201cJohn\u2019s trying. He\u2019s trying hard. I really believe that. But if he doesn\u2019t get there, it would be unfortunate,\u201d Trump said in an interview with Punchbowl News<\/a> that posted Friday.<\/p>\n

Trump\u2019s pressure couldn\u2019t overcome Thune\u2019s reality<\/h4>\n

Thune himself has worked to carefully balance the often unusual demands of the president with the political reality of his slim GOP majority. Republicans are down one vote with the prolonged absence of Sen. Mitch McConnell of Kentucky, the former leader, who said this week he was\u00a0released from a rehabilitation center<\/a>\u00a0and is recovering at home.<\/p>\n

\u201cI think everybody\u2019s, for the most part, on the same page,\u201d Thune, R-S.D., said about the trio\u2019s call with Trump, adding that eventually the Senate would have to tackle another budget bill.<\/p>\n

During a daylong session that dragged for nearly 20 hours, Thune successfully powered through a lengthy list of other Trump priorities. Senators confirmed the president\u2019s pick of\u00a0Todd Blanche as the attorney general<\/a>, passed a sweeping\u00a0Russian sanctions package<\/a>\u00a0to aid Ukraine, and approved a bipartisan package to\u00a0fund the government<\/a>\u00a0into December in an early step toward avoiding a government shutdown.<\/p>\n

The Republicans also tried to push forward a slimmer voting bill that would require people to show IDs before casting ballots for federal elections. It failed to advance, largely on a party-line vote with Democrats opposed.<\/p>\n

But the failure to make progress on the SAVE America Act had erupted as an online crusade for Trump\u2019s allies in Congress, amplified by activists urging them on.<\/p>\n

Led by Lee, a growing group of senators was refusing to adjourn for the summer break without passing Trump\u2019s priority voting bill.<\/p>\n

At dinnertime, Thune gathered all the Republican senators for a meeting as the standoff deepened at the Capitol. There was no immediate way forward for the SAVE America Act or the broader budget bill. Thune encouraged the trio of senators to talk to the president, which they did, before regrouping back at Thune\u2019s office.<\/p>\n

\u201cWe had about a two-hour conference meeting trying to figure out, you know, what we need to do to, to come to an agreement, to accomplish what the president wanted,\u201d Johnson said. \u201cThen we had discussion with the president, he agrees.\u201d<\/p>\n

Lee acknowledged he was disappointed by the outcome, but said he understood the political reality of the situation.<\/p>\n

\u201cWe are not in a position right now where we have the wherewithal to pass it,\u201d Lee told reporters at the Capitol, after the three senators emerged from Thune\u2019s office following their call with Trump.<\/p>\n

Near daybreak, when the Senate did call for the vote to adjourn, Lee and others objected with hearty nos.<\/p>\n
