\u201cTrump 2028,\u201d they said, situated across from the seated lawmakers,\u00a0Vice President JD Vance<\/a>\u00a0and several untouched Diet Cokes.<\/p>\n

House Democratic leader Hakeem Jeffries<\/a>\u00a0leaned over to Vance, himself a potential 2028 contender, and quipped, \u201cHey, bro, you got a problem with this?\u201d<\/p>\n

The room chuckled in response.<\/p>\n

\u201cIt was the randomest thing in the world, because we\u2019re sitting there, we\u2019re having a serious conversation, and all of a sudden these two red hats appear,\u201d Jeffries recalled later at the Capitol.<\/p>\n

\u201cIt was all so unserious,\u201d Jeffries said, describing a roving cameraman capturing the moment. \u201cWe were there for serious reasons that it wasn\u2019t really a big part of, you know, the discussion. It was theatrics.\u201d<\/p>\n

The moment was vintage Trump \u2013- grabbing the attention and seeking to throw negotiators off their game \u2014 but it also underscored the president\u2019s regard for Congress, a\u00a0coequal branch of the government<\/a>, and in particular his opponents across the political aisle.<\/p>\n

From historic first meeting to viral trolling<\/h4>\n

What was once was considered a historic occasion \u2013- the president of the United States convening his first \u201cbig four\u201d meeting of congressional leaders from the House and Senate \u2013- was reduced to another viral souvenir of Trump trolling his opponent.<\/p>\n

And after the more than hourlong session, Trump\u00a0failed to strike a deal<\/a>\u00a0with the leaders to prevent a federal government closure.<\/p>\n

\u201cWe don\u2019t want it to shut down,\u201d Trump said at the White House the next day, hours before the midnight deadline.<\/p>\n

This wasn\u2019t just a routine meeting of the president and congressional leadership. It was the first time Trump had gathered the leaders of Congress, more than eight months into his presidency \u2014 and the first time he and Jeffries had officially met.<\/p>\n

But more surprising was how little came from it.<\/p>\n

Health care funds up for debate as president listens<\/h4>\n

During the White House meeting, Jeffries and\u00a0Senate Democratic leader Chuck Schumer<\/a>\u00a0laid out their arguments for saving health care funding as part of the shutdown talks.<\/p>\n

Trump said very little, doing more listening than talking, the leaders said.<\/p>\n

\u201cHe didn\u2019t seem to know about the health care premiums going up so much,\u201d Schumer said.<\/p>\n

With the Republican leadership,\u00a0House Speaker Mike Johnson<\/a>and\u00a0Senate Majority Leader John Thune<\/a>, the conversation ranged across their views of the health care situation.<\/p>\n

\u201cLively,\u201d as Thune said later.<\/p>\n

The discussion included the Democrats\u2019 demands to ensure\u00a0subsidies<\/a>\u00a0to help people buy private insurance on the exchanges run by the Affordable Care Act are made permanent. The subsidies were put in place during the COVID-19 pandemic and are\u00a0set to expire at year\u2019s end<\/a>, spiking premiums as much as double, in some estimates.<\/p>\n

The conversation also touched on the new rural hospital fund that is important to Republicans, set up under Trump\u2019s big bill as a way to compensate for its\u00a0cuts to Medicaid<\/a>\u00a0health care providers.<\/p>\n

Johnson said Trump showed \u201cstrong, solid leadership. He listened to the arguments.\u201d<\/p>\n

Trying to catch the president\u2019s attention<\/h4>\n

This is the best the Democrats could have hoped for \u2014 to have an airing before the president that began to turn the dial toward their demands. And it is what the GOP leaders had tried to avoid as each party tries to blame the shutdown on the other.<\/p>\n

Johnson had suggested Trump back out of an\u00a0initial meeting<\/a>with the Democrats \u2014 after the president had agreed to one \u2014 arguing it would be a \u201cwaste of time.\u201d<\/p>\n

But Trump relented, and\u00a0granted them Monday\u2019s closed-door Oval Office<\/a>\u00a0session.<\/p>\n

The Democrats have been here before. During Trump\u2019s first term, the president repeatedly negotiated deals with the Democrats \u2014\u00a0\u201cChuck and Nancy,\u201d<\/a>\u00a0as he called Schumer and Speaker Emerita Nancy Pelosi \u2014 to fund the government, raise the debt limit and achieve other goals.<\/p>\n

Those bargains by Trump frustrated his own Republican Party.<\/p>\n

Republicans, aware of that history, are trying to steer the conversation in a different direction, leaving the door open to discuss the health care issue with Democrats later \u2014 once the government has reopened. They also took issue with the characterization of Trump as unaware of the depth or magnitude of the health care situation.<\/p>\n

\u201cI\u2019m highly skeptical the president was hearing about it for the first time,\u201d Vance said afterward.<\/p>\n

One Republican unauthorized to publicly discuss the private meeting and granted anonymity to do so said Schumer\u2019s suggestion that Trump didn\u2019t know about the subsidy problem was overblown.<\/p>\n

So far in his second term, the president has been able to accomplish his priorities either on his own, with executive actions and the Elon Musk-led cuts that tore through federal offices, or with a compliant Congress passing his signature tax breaks and spending cuts bill, commonly called the\u00a0One Big Beautiful Bill Act<\/a>, that is also fueling his mass deportation agenda.<\/p>\n

But Washington doesn\u2019t run on the White House alone, and Congress is not a majority-takes-all institution. Turning most bills into laws requires the give-and-take of bipartisan compromise, particularly in the Senate, and particularly when it comes to the annual appropriations needed to keep government running.<\/p>\n

Then came the sombrero taunts<\/h4>\n

Hours after the lawmakers left the meeting, Trump\u2019s team posted a fake video that showed Jeffries adorned in a sombrero with a faux mustache standing beside Schumer outside the White House. It was widely seen as racist.<\/p>\n

\u201cWhen I was practicing law, there was a Latin phrase that was always one of my favorites,\u201d Jeffries said back at his office at the Capitol. \u201cRes ipsa loquitur. It means: The thing speaks for itself.\u201d<\/p>\n

\u201cWe had a full airing of our positions on Monday, which should have set the baseline for a follow-up conversation from the administration to try to reignite a meaningful bipartisan path toward funding the government,\u201d he said.<\/p>\n
