{"id":12620,"date":"2024-09-13T02:05:48","date_gmt":"2024-09-13T02:05:48","guid":{"rendered":"https:\/\/topat10.com\/?p=12620"},"modified":"2024-09-13T02:05:48","modified_gmt":"2024-09-13T02:05:48","slug":"nyc-bills-propose-sign-marking-wall-street-as-first-slave-market-along-with-reparations-study","status":"publish","type":"post","link":"https:\/\/topat10.com\/?p=12620","title":{"rendered":"NYC bills propose sign marking Wall Street as first slave market, along with reparations study"},"content":{"rendered":"\n<p>New York City lawmakers approved legislation Thursday to study the city\u2019s significant role in slavery and consider reparations to descendants of enslaved people.<\/p>\n<div>\n<p>If signed into law, the package of bills passed by the City Council would follow in the footsteps of several other municipalities across the U.S. that have sought ways to address the country\u2019s dark history, as well as\u00a0<a href=\"https:\/\/apnews.com\/article\/new-york-reparations-slavery-commission-18578dfe233c1faeccfc5213050b52d3\" target=\"_blank\" class=\"sc-93594058-0 fowfrQ  \" aria-label=\"Go to https:\/\/apnews.com\/article\/new-york-reparations-slavery-commission-18578dfe233c1faeccfc5213050b52d3\" rel=\"noopener\">a separate New York state commission<\/a>\u00a0that began working this year.<\/p>\n<p>New York fully abolished slavery\u00a0<a href=\"https:\/\/apnews.com\/bd212168fd3e47e5b97296565fc9d406\/History-of-slavery-in-NY-examined-through-runaways-notices\" target=\"_blank\" class=\"sc-93594058-0 fowfrQ  \" aria-label=\"Go to https:\/\/apnews.com\/bd212168fd3e47e5b97296565fc9d406\/History-of-slavery-in-NY-examined-through-runaways-notices\" rel=\"noopener\">in 1827<\/a>. But businesses, including the predecessors of some modern banks, continued to\u00a0<a href=\"https:\/\/apnews.com\/article\/citigroup-slavery-indirect-benefit-taylor-bf884f8d48492305cd38fcbad693aa62\" target=\"_blank\" class=\"sc-93594058-0 fowfrQ  \" aria-label=\"Go to https:\/\/apnews.com\/article\/citigroup-slavery-indirect-benefit-taylor-bf884f8d48492305cd38fcbad693aa62\" rel=\"noopener\">benefit financially<\/a>\u00a0from the slave trade \u2014 likely up until 1866. The lawmakers behind the proposals noted that the harms caused by the institution are still felt by Black Americans today.<\/p>\n<p>\u201cThe reparations movement is often misunderstood as merely a call for compensation,\u201d Council Member Farah Louis, a Democrat who sponsored one of the bills, told the City Council on Thursday. She explained that systemic forms of oppression are still impacting people through redlining, environmental racism and services in predominantly Black neighborhoods that are underfunded.<\/p>\n<p>The bills still need to be signed by Democratic Mayor Eric Adams. City Hall signaled his support in a statement calling the legislation \u201canother crucial step towards addressing systemic inequities, fostering reconciliation, and creating a more just and equitable future for all New Yorkers.\u201d<\/p>\n<p>The bills would direct the city\u2019s Commission on Racial Equity to suggest remedies to the legacy of slavery, including reparations. It would also create a truth and reconciliation process to establish historical facts about slavery in the state.<\/p>\n<p>One of the proposals would also require that the city install an informational sign on Wall Street in Manhattan to mark the site of\u00a0<a href=\"https:\/\/www.nycgovparks.org\/parks\/mannahatta-park\/highlights\/19696\" target=\"_blank\" class=\"sc-93594058-0 fowfrQ  \" aria-label=\"Go to https:\/\/www.nycgovparks.org\/parks\/mannahatta-park\/highlights\/19696\" rel=\"noopener\">New York\u2019s first slave market<\/a>, which operated between 1711 and 1762. A sign was placed nearby in 2015, but Public Advocate Jumaane D. Williams, a Democrat who sponsored the legislation, said its location is inaccurate.<\/p>\n<p>The commission would work with\u00a0<a href=\"https:\/\/apnews.com\/article\/new-york-reparations-slavery-commission-18578dfe233c1faeccfc5213050b52d3\" target=\"_blank\" class=\"sc-93594058-0 fowfrQ  \" aria-label=\"Go to https:\/\/apnews.com\/article\/new-york-reparations-slavery-commission-18578dfe233c1faeccfc5213050b52d3\" rel=\"noopener\">the existing state commission<\/a>, which is also considering the possibility of reparations. A report from the state panel, which held its first public meeting in late July, is expected in early 2025. The city effort wouldn\u2019t need to produce recommendations until 2027.<\/p>\n<p>The city\u2019s commission was created out of\u00a0<a href=\"https:\/\/www.nyc.gov\/office-of-the-mayor\/news\/212-21\/recovery-all-us-mayor-de-blasio-nation-s-first-ever-racial-justice-commission\" target=\"_blank\" class=\"sc-93594058-0 fowfrQ  \" aria-label=\"Go to https:\/\/www.nyc.gov\/office-of-the-mayor\/news\/212-21\/recovery-all-us-mayor-de-blasio-nation-s-first-ever-racial-justice-commission\" rel=\"noopener\">a 2021 racial justice initiative<\/a>\u00a0during then-Mayor Bill de Blasio\u2019s administration, which also recommended the city track data on the cost of living and add a commitment to remedy \u201cpast and continuing harms\u201d to the city charter\u2019s preamble.<\/p>\n<p>\u201cYour call and your ancestors\u2019 call for reparations had not gone unheard,\u201d Linda Tigani, executive director of the racial equity commission, said at a news conference ahead of the council vote.<\/p>\n<p>A financial impact analysis of the bills estimated that the studies would cost $2.5 million.<\/p>\n<p>New York is the latest city to study reparations. Tulsa, Oklahoma, where a notorious massacre of Black residents took place in 1921,\u00a0<a href=\"https:\/\/apnews.com\/article\/tulsa-race-race-massacre-commission-d4b3b3bbfff288bd92e3a8b3b0df720f\" target=\"_blank\" class=\"sc-93594058-0 fowfrQ  \" aria-label=\"Go to https:\/\/apnews.com\/article\/tulsa-race-race-massacre-commission-d4b3b3bbfff288bd92e3a8b3b0df720f\" rel=\"noopener\">announced a similar commission last month<\/a>.<\/p>\n<p>Evanston, Illinois, became the first city to offer reparations to\u00a0<a href=\"https:\/\/apnews.com\/article\/reparations-evanston-illinois-black-residents-752a6fe83c560117523d7f8abba1bfb8\" target=\"_blank\" class=\"sc-93594058-0 fowfrQ  \" aria-label=\"Go to https:\/\/apnews.com\/article\/reparations-evanston-illinois-black-residents-752a6fe83c560117523d7f8abba1bfb8\" rel=\"noopener\">Black residents and their descendants in 2021<\/a>, including distributing some payments of $25,000 in 2023, according to\u00a0<a href=\"https:\/\/www.pbs.org\/newshour\/show\/the-impact-of-the-nations-first-cash-reparations-program-for-black-residents\" target=\"_blank\" class=\"sc-93594058-0 fowfrQ  \" aria-label=\"Go to https:\/\/www.pbs.org\/newshour\/show\/the-impact-of-the-nations-first-cash-reparations-program-for-black-residents\" rel=\"noopener\">PBS<\/a>. The eligibility was based on harm suffered as a result of the city\u2019s discriminatory housing policies or practices.<\/p>\n<p>San Francisco approved reparations in February, but the mayor later cut the funds, saying\u00a0<a href=\"https:\/\/apnews.com\/article\/san-francisco-black-reparations-apology-8967c828a52c8ce6ac08c77027a23187\" target=\"_blank\" class=\"sc-93594058-0 fowfrQ  \" aria-label=\"Go to https:\/\/apnews.com\/article\/san-francisco-black-reparations-apology-8967c828a52c8ce6ac08c77027a23187\" rel=\"noopener\">that reparations<\/a>\u00a0should instead be carried out by the federal government.
